A spittlebug nymph, about 3mm in length.

This is a very interesting creature. When they are this size they protect themselves by producing a slimy foam ball and staying inside it most of the time, which shelters them, but also makes them very easy for photographers to find. As to ease of photography, that’s a different story, as they don’t stop running around!
